Permits, the apron, and the city limit
A private slab and the public street are not the same project. This page tells you what to confirm. It does not issue a permit.
This is an independent referral guide. It connects homeowners with independent providers and may receive compensation. It is not a licensed contractor and it does not do the work.
Start with the parcel, not the mailing address
Incorporated Vista issues its own engineering and building permits. Unincorporated pockets, including some edges people casually call Vista, are handled by San Diego County or by another city. A Vista ZIP code is a postal area. It is not a permit boundary. If you are near Bonsall, Guajome, or the San Marcos line, ask which agency has the parcel before anyone promises a city approval.
The public edge is the clear case
The City of Vista describes an encroachment permit path for work that occupies the public right of way. The municipal code chapter on streets, sidewalks, and driveways says a person needs a permit from the City Engineer before constructing, repairing, or altering a curb, sidewalk, gutter, driveway approach, roadway surface, or drainage structure in a public place. If your replacement rebuilds the apron or touches the sidewalk, plan on that conversation.
The same chapter also contains a residential driveway permit section. The definition in published copies reaches the paving between the public way and required parking, including a garage. That is why this guide will not say every private replacement is exempt, and will not say every private replacement is already approved. Read the current text with the Engineering Division. The city's public counter is at the Civic Center, 200 Civic Center Drive.
What to ask before you sign
- Does the scope include the apron, sidewalk, curb, and gutter, or only the private slab?
- Who will apply for the city permit, and whose license will be on that application?
- Will the work need a traffic control plan because it occupies a lane?
- How will the new slab meet the existing gutter without a pond or a scraper edge?
- Are association approvals required before the finish is chosen?
Published code language says permanent work in a public place is performed by a contractor licensed in California for that kind of work. Treat that as something to verify in the current code, then check the license yourself on the Contractors State License Board site. This guide does not check licenses for you and does not claim any provider is insured.
What this page will not do
It will not tell you the soil under your slab is a certain type. Inland North County lots vary, and the honest move is to look at the base after breakout. It will not quote a price per square foot. It will not say the city has already approved your job.
